I don't believe any entity should have a monopoly on any natural resource. Local municipalities can, for example, can restrict how much and when folks can water their lawns when water is potentially scarce.
I don't believe we need a New World Order (TM Pending) to address problems like this.
Your philosophy doesn't work when it comes to a global resource. Local municipalities can't regulate the amount of carbon dioxide in the atmosphere or the acidity of the oceans.
Global resources require global governance. And that by definition requires a new world order.

Smoking cigarettes is using very poor judgment. I’ve always felt that those who get addicted to smoking have a mental illness. Imagine living your life trying to figure out when your next smoke break will be. These people don’t even realize how badly they stink. Luckily these scum are being weeded out of society.

By the way, smokers aren't being weeded out as much as they are just switching to vaping, and vaping is more of a craze than cigarettes ever were and probably more annoying. I wouldn't be surprised one bit to find out you're a vaper (I know you'll say you are a vaper regardless of being one or not, so we can skip that part).
