There are no leash laws in my neighborhood. And almost everyone here walks their dogs off leash.
It's called sharing the road.
Once again it's a 25 mph speed limit in this neighborhood.
Perhaps you don't realize how slow 25 mph actually is.
25 is so slow that you've said people have to come down to 5mph and creep up to the dogs until they get the idea to move out of the way.

Well I doubt anyone from around there would have ended up in a ditch looking for an extension chord. I wouldn't have given it a second thought running into that scenario in my old Tahoe neighborhood. Probably would have struck up a conversation about the big white dog.
Imagine: someone is walking down a road with dogs. The cars stop and because the cars stop the dogs then run up to the car (not my dog she doesn't care about cars). Then the cars instead of staying on the road and driving slowly try to go around them by going into a snow filled ditch
