Pretending this is true, if 20 million people owned lions and there were only 5,000 lion attacks a year it would still be an unacceptable risk.
Not only would those attacks be catastrophic, they would be avoidable because while people kinda have to drive cars, they don't need to keep dangerous animals as pets.
Also everyone else would have to fear of lion attacks for no reason. Just like now, when you see a pit you have to start thanking about what to do if it attacks. Something many, but not all owners take delight in.

No. Off the top of my head, I'd make breeding illegal and ownership illegal starting in 2040 or something like that.
Owners criminally responsible for severe attacks. It would probably be most practical to make this for all dogs or pets. So if your beagle, housecat or parrot tore a child's arm off it's body you'd also be responsible.

That's how it always is. Generally, you can't have the government storming people's houses and taking their property. So things are phased out. Like leaded gas, for example.
It's literally impossible for anyone to function as a human being and to be this stupid. "How can it be unsafe for me to get drunk and text & drive on the freeway when people feed their children hot dogs?!?" Around ten years ago, my friend was in town, and his brother invited us over for a get-together. There were 10-12 of us hanging out in his yard, drinking in the garage and listening to music. He also had two pit bulls. Someone tossed a piece of food to one of the dogs, and the other one attacked it, nearly taking it's ear off. I'd never seen a pit bill attack in person. It was crazy. The attacking dog latched on to the side of the other one's head, and if I have to guess, it took around 90 seconds to get it off — a very long time in that situation. There were four or five people, including the owner, yelling, trying to pry it off, pull it's mouth open, punching it, anything they could think of. It finally released when someone broke a bottle over its head. If the other dog was a beagle or something smaller, there's a good chance it would have been killed. If the attacking dog was a Labrador, it wouldn't have caused nearly as much damage, and it wouldn't have had that death grip. Sadly, they had to put it down. Did I mentioned the owner and his wife had a six month old baby at the time?
Regardless of the nature/nurture balance, there's no way to make sure every owner raises their dog well, and there's no way of telling if and when something will set it a dog off. Pit bulls are incredibly dangerous when they do attack. No other dog comes close. My neighbor's have a very sweet pit bull. I have a dachshund mix. They don't get to play together because if my dog snaps for some reason, and her dog reacts, my dog is done.
I know a lot of pit bull owners, including two friends who work with pit bull rescues, so I tend to keep these thoughts to myself, but you have to be kinda clueless to own a pit bull. It'd be a mistake to take people's dogs away from them, but I'd be all for giving current owners a reasonable timeframe to register their current pit bulls and not allow them to buy more after that. Less breeding and a handful of licensed owners. That's it. ES2's lion comparison is basically right.

There are bigger breeds that are banned in a lot of countries, but apparently not the US.

Yeah no, it doesn't matter how good of an owner you are, ANY pitbull can and will get triggered at some point and ATTACK. And then it's just a question of how much pain and damage it's going to do to you, your loved ones, your pets, your neighbors pets, your neighbors, your neighbors loved ones.
