Article I, Section 2, Clause 3 and Article I, Section 9, Clause 4 forbid it, same reason why a federal wealth tax in general would be unconstitutional.
I mean technically it wouldn't, but each state would have to pay in exact proportion to it's population, not it's wealth. You can't target individual wealth through federal taxation constitutionally in the USA.
That's why they actually needed to amend the constitution to allow a federal INCOME tax, but the amendment covered only income, not possessions

They’re brought up to accept as normal working ridiculous hours with no vacation, no national health service and guns everywhere and most don’t question any of it because they’re indoctrinated with the love of money.
