About 6 months the shooting agent was dragged 50 to 100 yards by someone in a vehicle refusing to comply and fleeing. They suffered serious injuries and obviously could have died. The laws are what they are for a reason

Countries have borders and legal status. In order for that to matter, it needs to be enforced. He needs a job.
