There may be some surface level pandering to these people but they will never be important enough on a global scale to actually dictate policy. Grifting money for UN officials and Hamas leaders was the extent of the Gazan’s usefulness. The Israelis have positioned themselves as leaders in high demand markets such as AI, defense tech and cloud tech. The Palestinians have spent a century perfecting the art of human shields and making rockets out of aid materials, neither of which are highly desirable to first world nations.
