The people who are in opposition to my proposals have no argument against the relatively imminent threat to the future civilization. They offer no alternative policy proposals for containing the obvious environmental threats to that future.

Are they animated by anything more than the fear and uncertainty of change ?

I think it would behoove us to have a discussion about our fears. What is it about my proposal that people fear so much ?

There is a group of people who believe that humanity's ascent to heaven is paved on a road of Earthly destruction. They believe in concepts like Armageddon and rapture.

Our present government, led by Donald Trump, is acting in ways that are consistent with that group of people (perhaps represented by Project 2025) being in control of the US government.

Environmental protections are being scrapped. Fossil fuels are being embraced. Renewable energy is being scorned.

If you need something to fear .... fear that.

The system you have proposed would almost certainly cause more environmental harm for at least a very long time. But again, I don't think that's what is driving any of this.

If I take all of this in good faith again, the level of black market leakage on a global scale because you decided to cut aviation, cars and the most complex delivery systems and methods available while also assuring a working worldwide coordinated system to magically produce it while also guaranteeing that the people will have all their needs met from the swift work of these new community captains and the new willingness everyone else to simply abide by those decisions to the level that locks and gates are not even needed just isn't a coherent argument.

If you really did want to make these extreme changes, it would simply be better to first curb over consumption first, ban the plastics and everything else first, and build the system first to handle the ideal setup instead of tearing it down and just hoping that everyone follows along or something.

It wouldn't really be all that hard in a sim city style video game but you're somehow managing to think up the worst order of operation to fix the problems you claim to want to fix. You're very talented at that which makes me wonder, or at least confirms my belief, that the environment comes in at a distant second.
