I'm still not sure how this democracy would work. In a democracy, laws can be changed depending on popular sentiment. For better or worse, I don't think there is enough popular support for the laws that you are proposing to allow them to be passed by a democratically elected government.
Largely democratic is another way of saying not democratic.
