P1: The lives of all people matter. (i.e. All lives matter)

P2: Black folks are people.

C: The lives of Black folks matter. (i.e. Black Lives Matter)

In other words, the REASON black lives matter is BECAUSE all lives matter!

Of course it is used as a counter and is still used as a counter.

There is a reason it only crops up when BLM is mentioned. That reason is that there is no independent all lives matter-phenomena or movement. If there was, we would see it whenever someone gets treated unfairly due to ethnicity or skin color, and we don't.

It is a political tactic, following a known execution: Get known controversial figures or provocateurs to carry the all lives matter banner, post the hashtag online or do a media appearance. Post the provoked responses on social media and act like a victim.

It is manufactured outrage, one of the oldest political tricks in the book. It also a very effective trick, because it is very difficult to respond to, as it forces you into a damned if you do / damned if you don't situation. The only solution is an informed audience that sees through it, but that is a rare commodity these days. Which is also why anyone should be vary of this tactic, especially if it is for a cause you support. Because it is basically predicated on supporters being gullible or lazy.

Fair enough. However, I'm not sure I would consider explicitly stating the major premise of BLM's own argument to be a 'counter', but I've not known what words mean before.

I always thought (wrongly, apparently) that countering an argument meant to challenge the truth of its conclusion, which I obviously was not.
