OESFD turns into weird out-of-turn river action

We're at a room we rarely play thats considerably softer than I'm used to but the rake is 9$+1$BBJ and I've never played more than 1/3 here so no idea what to expect really. So far there's been a lot of 3! and 4! pots but everyone is FoF post mostly. We have 700$ to start effective.

V1 - TAG Russian seems to be taking his game very seriously. Been very aggressive pre and post. Very few showdowns. 1200$ UTG+1.

V2 - Asian bad LAG. Very high vpip. Seen calling 75o from SB pre and getting very creative/aggro post. Covers. BTN.

HH: V1 opens MP with I assume AJ, V2 just calls IP with QQ, two fish call OOP, SRP flop JT4r check check V1 half pot (using this size a lot), V2 clicks, fold fold, V1 calls turn JT45bdfd in h, V1 leads 1/3rd, V2 clicks again, V1 calls. River blank JT452 no flush. V1 triple leads small, V2 clicks again, V1 snaps and loses not showing.

H checks, V1 bets 75 in kind of an angry sudden shove it out there motion, V2 calls, I just call

River 510 (530 back) - 7♠

We pause to think, V1 bets 75 again angry this time out of turn, V2 shows 7♥ 8♣ asking if it's good, looking like he'll fold but is still holding his cards, V1 shows A♥ smiling. Assuming action is considered still on Hero, how should he respond to this?
