Eh, I'm starting to talk myself into 13-14. People do call their pets human names, and is far as that goes this is a pretty tame one.

Steve seems better name for dog than other generic names like John (wtf at a dog named John) or tom (cat)
It could easily be 11 but I’m ok with 12-13; I prefer 12 but wouldn’t complain about 13

Most dogs with human names have y or ie at the end of them. I don't think this is on the good side and it's really tough to clue for that middling range so maybe 13 for coverage?
Yeah, prolly won’t be 10 so 13 gets most coverage to get ensure at least some points
I mean it *could* be 10 but cluing a human name for a dog does seem like the intention is to hit the bad side. I'm good with 13 if you are.
