I would guess in theory facing such awful pot odds you are allowed to call with flushes only, 2 pair is at the bottom of your range. I'm pretty sure you are supposed to consider folding a low flush. Also in theory when someone bets such a size they are supposed to be very polarized with ubernuts or complete air, but I fear this player can shove middling hands that beat you, like a set or a straight and unless proven otherwise I don't give them credit to have the "complete air" part anywhere close to theory.
Easy fold in my opinion.
Does this player bet worse for value? No, i think even a fish will only value shove straights+ like this => we have a bluffcatcher. Are there any bluffs in this line for this sizing? No, unless you have a very very good read that this guy is just a spew monkey => fold our bluffcatcher.
Fish flopped a flush, played it bad and now is desperate to get value, hoping you improved (which you did).
Fold. If a fish is needlessly overbluffing in this kind of spot, he'll do it in a worse spot and you'll have more info.
Aside from 80vpip maniacs, these huge overbets from fish are heavily nutted

I feel he most likely(prob not) but I would say Q9. He made his straight. I would have showed aggression earlier to represent the flush.
