they were governed by cambodians - but only after they'd been trained and indoctrinated in vietnam, and they were still under the guidance of 35k vietnamese commissars - and if any of the cambodian leaders fell out of orbit, they'd be purged and sent back to vietnam for re-education
it was absolutely a vietnamese puppet state - an extension of vietnam - absolutely not a legitimate state - so the un seat was less about recognizing vietnam but more about nations refusing to acknowledge a foreign occupation as legit
it was not a peaceful occupation either, they never controlled more than 90% of the country and 25 to 30k vietnamese troops died trying to keep control - it was their own version of vietnam
and... you'll notice, the usa and the west ceased everything once vietnam pulled out and stopped propping up an occupying communist force - and they immediately transitioned to a constitutional monarchy
it all happened not because vietnam was magnanimous, but with soviet collapse, they lost all support and themselves could no longer to continue spending money on that occupation - unable to pay for it anymore and facing their own economic crisis, they pulled out the troops and released the yoke - which were also conditions from both china and the usa in order to re-establish ties, which was more important than ever with no more ussr
it was such a mess after vietnam pulled out that the un actually took over the country to administer it
we absolutely only tacitly supported them as a thorn in vietnam's plans to subjugate all of SEA and the minute that threat dissipated we ceased all support - we were never going to actually support that monster - just allow that monster to bite other monsters

What you are describing is a reduction in demand. What happens to the price of a product when the demand goes down? Hint: I mention wants happens in the post you responded to.
