I assumed its where you investigate the protest to see if there's anything you can use to promote your agenda. like for example you can find that a random Russian donated and use it as pretext to do something about it but reading more on the article it seems he wants the teachers investigated who let them out of school to protest which i mean is kind of fair. why would you allow one government worker to organize protests against another . (if texas teachers are even government workers I know those guys love their small goverment)
