I'll answer your question again: being that dude moved the other agent out of the way once he saw the gun was secured and then followed through and shot him four times, I'd say the only reason why he would have had a less chance of being shot in this situation if he had not brought a gun with him is because the story would have been harder to justify.
I think they're in good shape now that no one in the administration cares whether it's a good shoot or not.
