Highly corrupt, clan based societies don’t function well enough to break people out of poverty, even if that was the goal (it isn’t). It is a self-reinforcing cycle. Having most people poor, ignorant and highly prejudiced against out groups is a function of the clan based system, not a bug.
There are some people here who apparently have no idea what day to day life is like for poor people in poor countries. By and large, you aren't sitting around thinking big thoughts about the government. Your concerns are much more prosaic. And if you live in a rural area, your interaction with what Westerners think of as government may be minimal.
