I don't know what this means but we've had govt funded grocery stores before. They will mostly consist of shittier cheaper products lines, less organic, less protein type variety foods than you're going to get at a Whole Foods.
It really would be better to just up the doses of what we pay people via SNAP than offering lower tiered food options at a loss that is just going to separate poor people from the rest. I don't see any chance that city-run grocery stores will operate at a profit unless they fail at their stated purpose (i.e., providing access to low-cost groceries). Grocery store margins are very thin.
