Funny, because I'm out walking in the city nearly every night, and I haven't seen any violence or even heard a gunshot for a few years.

He is sending in troops to protect ICE agents and federal buildings . If that is all they do he is within his rights
It’s not like the Portland Mayor is going to protect ICE officials
Let’s not forget Portland is a Sanctuary city

That seems to be the case. If the troops are only guarding federal buildings, and not conducting arrests or searches, it wouldn't violate the Posse Comitatus Act.

But then they probably remembered how 6,000 federal troops were used to put down the 1943 Detroit riots. (In both cases the Insurrection Act 1807 was invoked, so it was lawful.) Later, of course, 3,500 federal troops of the Army's 7th Infantry and the 1st Marine Division, including an armoured reconnaissance battalion, were used alongside 10,000 National Guardsmen to put down the Rodney King riots in LA in 1992. Military intervention to quell civil disorder is fairly normal for the US.

Not when the governor of the state does not first request it.

The real question is would Trump deploy federal troops if a blue state governor does request it. I'm guessing just like on 1/6, the answer is nope.

I’d say a shooter and bombs planted at ICE facilities seems like a problem . Sadly these democrats mayors not to concerned about protecting ICE workers and many political figures stoking it by calling them nazis and other things
