CO shoves all in ~ 84 B (I felt like he had a worse two pair, called easily in the moment. In hindsight though, was this a bad call? Do he ever not have a 7??

Generally turn XR's are underbluffed afaik, but for a low board you have a value beater against worse overpairs that could easily check bomb low club turns, like many at these stakes do unlike solvers, because they are probably scared of seing broadway or club rivers and just wanna deny or realize immediately. Easy call 100 bb deep imo, would fold 99 and TT here though without additional information. Hero not having a club is also a plus. GG and next hand please regardless of the result.
Yeah similar to above - turn checkraises are underbluffed, but due to the pot size they may just jam in worse, so its fine to stack off here for 100bb
A few issues with your logic though - Your flop size is standard and isn't really small here. Also if you are hoping to induce raises, you are assuming they will bluff wider, which contradicts trying to find sets cheaply (there is nothing wrong with trying to induce bluffs, just be aware that you are doing it with a plan to call down)
Combo wise sets are unlikely and there aren't too many 7x in your opponents range (76/78/A7 hearts and clubs, so 6 total). The purpose of your bet is to get value from pocket pairs/ace highs/4x and some 56s.
The turn is a fairly safe card - only 55 gets here (most players will fold 68s to the 3bet), so the purpose of your bet is still to get value from worse hands. There are a few 4 straight rivers, but you have position, and in a 3bet pot your opponent won't have too many low card combos, and lets say a 6 lands - You are only really afraid of 66 and 88.
Yeah calling off there is super dicey, man basically never rips worse on that turn. You got lucky binking the river, but in most cases he’s just showing you trips and you’re smoked.
