For sure, but this problem is ultimately solvable, and someone, somewhere has already started working on a solution rather than us who just bitch and complain about the coming apocalypse.
Because there is this side to it, if insurers collectively find it too costly to cover existing homes in high risk areas, it's going to inevitably create strong market incentives for improved building practices. Like, California is updating building codes to require fire resistant materials, and Florida is enforcing elevation requirements to reduce flood risk.
Obv these changes don’t protect older homes like those built in the 1960s in Butte County or waterfront properties in Florida that are likely to face severe losses, (those homes are likely going to be ****ed) but it will create incentive to build a dwelling that can be insured for less. You're state run govt funded programs aren't likely to do as well in that department.
And then eventually, as new homes are built to higher safety standards, insurance companies will likely reward these improvements with lower premiums. These companies want to be in businesses, the govt doesn't, and they already offer discounts to people how have safety measures in place compared to the old school counterparts.
It isn't as simple as homes cant be insured...inflation...chaos ensues. But again, I agree that California is the most likely state to reach your level of armageddon

Florida is the canary in the coal mine for climate risk. Just in recent years, hurricanes Ian, Idalia, Helene, Milton, and Michael have hammered the Fl. west coast to the tune of many hundred of billions in losses. Far exceeding the financial value of fire losses in California.
You can't raise the elevation of the ground. You can't stop the ocean from intruding through porous limestone into the freshwater acquifers. You can't stop the sea level from rising. And you can't stop the ocean from getting warmer and forming ever more powerful storms with greater storm surge and concentrated flooding rainfall.

But I think Cali's population and infrastracture setup poses a problem there. Both the people living in the areas can pack up and leave, but its going be a bit more challenging for many of the people living in So cal and such. Theres a dangerous domino effect there. The moves that are being made all make sense when you consider that the smartest people understand that environmental destruction will disrupt the continuity of global supply chains destined to unravel. A company like Intel which has the infrastructure to produce the things that maintain a digital economy .... they become an element of national security.

I am submitting this as evidence that the dogma of private market capitalism is failing and government assistance is inevitable.
The Trump Administration isn't doing this because of their economic ideals. They are doing in it order to ensure that their good friends survive.
