I was contemplating raising the turn, but I feel like this would be overplaying in the case that the CO had something strong such as a 9x that is betting for value as they typically do in Blitz and I would rather keep in any weird bluffs like JT or QJ that he might be donk-betting half pot for. This was just such a weird play from a double flat preflop into random aggression once the board pairs. I almost folded the river due to the sizing but this just felt like a no pair hand just spazzing out and trying to push me off.

I don't think it's a punt. It's kind of close More stats would be useful. If villain had passive tendencies fold, aggro call. It feels kind of close. I think this line is probably underbluffed by fish leaning more towards fold.
I agree with flop and turn play. However, I would have folded the river.
I wouldn’t expect trips (9x) and almost never a bluff with nothing. If he's bluffing at all, maybe a panicked pair like TT or JJ?
You Never want to Bet Flop Small as your TT, JJ, QQ, A9, K9, Q9, T9 etc. dont want to get floatet by Broadway Kombos too much.
If they Lead the Turn, what Bluffs do you Expect them to have? You can also have all Kinds of 9x Kombos so he would Never Lead with overpairs that you want to Stack. He is Setting up for stacks with basically 0 Bluffs.
Bet 50% OTF as it is a very floatable Flop and Fold River- i think if you find the Turn Fold Even better.
