HU vs maniac, I'd 3b because you dominate his range. But multiway, I'd call because you have trouble realizing equity.

I think position matters greatly against someone like this - you're 250bb deep, so OOP I'm going to play fairly snug. In position though will be a different story - 3b much wider than your typical 3betting stats. If he's VPIPing 100% I have no problem 3bing wide with position and playing marginal hands 250 bb deep. He'll make big mistakes.
At 100 bb (treating the bb as 5 here) I would raise all those hands vs a 100 vpip.
Hand 3 is most interesting. We are deeper and in position so don’t mind a higher spr, but at the same time if we pot we are making the hand pretty easy to play at a low spr. I lean raise.
We remove the lower end of our 3b range designed for board coverage and to fold out higher raw equity hands. So think hands like J986ds and 8654ds. These hands just get tossed in the muck
We now 3b hands that have strong raw equity and high card strength but lack the properties to 3b a strong GTO opening range. So think hands like AQJ7ss, AJJ5ss, AKQ9r, all KK, etc
I would 3b and 4b all these hands posted vs an 80%+ open range
Depends on stack sizes. I would also like to know how he plays post-flop. I would like to make it easier for me. If it is optimal to 3-bet and check fold the flop or later, then 3-betting more becomes better.
