I guess its normal to bring heavy handed charges and settle for less. Is your opinion that collecting the rake will be the most severe charges?
The DOJ normally has its ducks in a row when it does something like this and there no charges of human trafficking in the indictment. I don't know which of the actual charges carries the heaviest penalty, but I wouldn't expect human trafficking to get added at this juncture.

It's the red districts in my blue state that have the good school districts. The bluest blue districts are FUBAR and really just exist as a holding pen until we can shuttle all these kids off to prison and/or a life of government cheese when they turn 18.
What were once solid red districts with excellent scores are slowly having more blues bused in and get worse every year. Violence and disobedience is on the rise and these suburban schools are struggling to figure out how to solve it.

For better or worse, public school quality is highly correlated with wealth. If you live in a community that is wealthy, the public schools in your immediate vicinity.are probably pretty good. If you live in a community where a huge percentage of people are struggling, the public schools are likely to reflect that struggle. There are hundreds of exceptions, but the correlation is nevertheless strong.
eda is correct that states have always played a much larger role in public education than the federal government. Publics schools in red states like Missisissippi and Alabama often are not great because those states are poor. Sure, if you live in Mountainbrook (a wealthy community in the Birmingham metro area), the public schools will be excellent, but most people in poor states don't live in those communities. And when you combine limited resources with what I will charitably describe (at least at the state level) as a "lift yourself up by the bootstraps" mentality, you get what you get.
