Nah, it just means it's a willful act with a political or strategic purpose rather than a random act of a savage with no purpose other than to inflict mayhem and pain. The disapproval is of its random, unpurposeful nature.
In other words, when trying to contextualize it, just dismissing it scornfully as the act of a barbarian isn't useful (stigmatizing it in this way), rather it should be analyzed as a purposeful act. It's a crazy misinterpretation to think this is saying "hey suicide bombing isn't a terrible thing." It's clearly saying it's not a random, unplanned act and should be contextualized in that way.

It was obviously written to be provocative but at the end of the day terrorism is just a tactic of asymmetrical warfare; with the chief objective of war being to render your enemy either unable or unwilling to wage war against you. And it doesn't need to be only the inferior force using it. We pretty much terrorized Japan into surrender with the bomb, which undoubtedly was part of the reason we used it, ie, to render them unwilling to keep waging war against us. And really it's just not deployed so much because doing so likely makes a superior enemy even more willing to wage war against you.
Bin Laden knew all that. Those planes could have just as easily targeted military bases. He wanted to enrage us to come over and exhaust ourselves fighting on his soil, not because he thought we'd just withdraw from the ME. Same with Hamas, recently.
