I am also what Luciom likely means by "financially independent". I have a savings cushion of about 10 years of my basic expenses (by which time I will be of typical retirement age).
If you built a cheap lifestyle, you will also have enough with social security in retirement. And your savings should grow "by themselves" tax free (in a roth IRA most likely given you have low income that's the best option by far) more than inflation until then (on average).

Honestly, no, the way these situations usually get caught is because a new tenant who has paid for the spot calls us and says there's someone in my space. You check the vehicle roster for the building and see that the vehicle in question belongs to a group of three in another unit but they only pay for one or two assigned spaces. We kindly inform them to move their car or risk a tow, backcharge the parking fee for the third spot, add another negative Google review to the pile, and everyone moves on with their lives.
Us not being obsessed with it is precisely why people are put in a position to get away with it for so long and then get pissed off when it's time to pay up.

Our lease makes even me a bit uncomfortable. Some of the stuff in there is pretty wild. Sometimes a call will make it up to me and I'll have to tell tenants that this is a "don't ask, don't tell" situation. It's in there because someone before you forced us to put it there, and you should abide by the terms of your lease, but if you're a normal human being and have a basic understanding of what is and isn't safe or acceptable in polite society, you'll be alright.
