This is another instance in which I can't tell if you are being serious or not. On the off chance that you are being serious, I would submit that, in one case, the social policy (age restriction on buying alcohol) is logically related to the activity in question (buying alcohol at a World Cup match). In the other case, tthe social policy (immigration enforcement) is only minimally related to the activity in question (attending a World Cup match).

a) It will be entertaining if nothing else
