We received WIC for a few months back when it was actual coupons for milk, eggs, bread, peanut butter, etc. My wife was in her final year of college, we followed the rules and got out of the program when she finished, and I've paid that back a thousand times since then.

Perhaps people just suck at complying for various reasons, but if some type of system/awareness is raised that helps with that (likely at state/local level, especially in bluer states) then I'd think some of that savings dries up fast.
I would also think re the 9k # that the people not really using the medicaid much are likely the ones that aren't going to bother with the paperwork. So there wouldn't be as much savings there as the averages would indicate. If you're the type that is using 15k+ a yr on it, you are more likely to know how to fill out all that stuff. Really just from being in medical facilities on a regular basis.

As for Pell grants, tell me where you are supposed to pay tuition and living expenses with 7400/year in the USA thanks (which is the absolute theoretical maximum, most people get less than that).
republicans in purple districts of blue states need to increase SALT caps a bit (they campaigned on that) because they won moderates with thin margins there, people who otherwise would vote democrat, people who have become almost single issue voters on the topic.
SALT cap was part of the trump tax cuts bill which expires this year and which Harris campaigned not to renew in any aspect lol.
