Give the team with a better record homecourt in all the games in a series and they won't let anyone be rested though the year.
I have a solution for flops.
Give the refs the opportunity to stop the play to review a potential flop. If they determine it was a flop, then the floppers gets a tech.
I bet people would stop flopping!

2nd offense - $50k fine + 1 game suspension
3rd offense - $100k fine + 3 game suspension
Each additional offense - $200k fine + 3 game suspension
Imagine Lebron getting his 3rd offense right before the playoffs and having to sit the first 3 games of the series.

This is pointless, they just won't ever use it. You think the NBA wants Bron, SGA, and Brunson on the bench for games?
The solution is just to stop rewarding the action in-game. A guy dribbles into a defender and snaps his head back and to the left like he's JFK in Dallas? Play on. Guy runs into the lane with no attempt to make a shot and flips the ball vaguely towards the basket making full eye contact with the ref the whole time? Play on.
That's the only way it stops, when it stops being effective.

In real time, flops can look pretty legit. It's only after the fact in reviewing the play, does it become obvious the player was flopping. But to onlydo2days point, reviewing them immediately is only going to cause the games to run longer.

We have rules in place for post-game flopping reviews now, and they aren't used. It's just how it is. There are clear flops that get ignored because the NBA can find whatever excuse it wants, if it even feels it needs one, and just move on.
You have to stop the offensive player initiating contact and being rewarded, that will remove 80%+ of flopping since it won't be a foul anyway. Yeah, it's tough to officiate basketball games at the highest level, but that's their job.
