If the people below you in the system can only accept a gift worth 25$, then you as the leader should not accept gifts at all. This would show respect to the principles of the government and nation, and also respect for civil service.
Now, of course. Leaders of nations will be presented with gifts in the name of diplomacy, and in the name of diplomacy we probably should not simply return them. Great, then these gifts should simply be passed along to the state under the understanding that they are only given to us because we lead the state. This even has the added bonus of allowing for a catalogue / archive of such diplomatic gifts, which is nice. It is my understanding that in the US it is typically the National Archives which serves as the curator for such items.

Basically, it is a transparently corrupt paper deal meant to circumvent the law and ignore norms. This makes it even worse.
While this is an extreme case since it involves a very expensive airplane, the principle is a common way to conduct corruption, but usually involves less expensive objects like luxury cars, helicopters, yachts etc. Basically you take objects where the value is in use of the item, and where ownership could even be a net negative. Then you make this object freely available to person A to ingrain yourself or pay for favors.
Regardless, this isn't even up for debate. Heads of state, bureaucrats or elected officials should not accept expensive gifts or valuable services. Even in the most innocuous of cases and small amounts, it still raises ethical issues, creates poor optics and sets a piss poor example of civic duty.
This particular case is so brazenly corrupt and reeks so bad, that it tells you a lot about the greed of Trump that he has still chosen to accept it. It also says a lot about his appointees that they are defending this.

Ofc elected politicians shouldn't be allowed to take personal gifts , but why is this case a gift that "circumvents norms"? it's rather large to hide it's use by trump or his family, and trump and his family *already have one of the best planes in the world to use for free*

In both posts you have replied to it states very clearly that Trumps gets to use the airplane after he leaves office. The deal stipulates as Trump's term ends, ownership of the aircraft will be handed over to the Donald J. Trump Presidential Library Fund.
I am going to go out on a limb and guess that you are able to deduce who can use it freely under that ownership.

"We thank the Qatar royal family for their generosity and hope that this magnificent gift will find a worthy recipient in the future.
