Do I need to Raise Flop?
Stakes: 0.10/0.20/0.40 (0.10)
Hero (me): Qd Js
Villain (HJ): ? VPIP: 39%
32 effective so 80bbs, 7-handed
High jack raises: 1.60
I call in cut off
button calls
big blind calls
everyone else folds: 4 ways to the flop
flop 4h 4c qh.
pot 7.60 BB leads for 3.80
hj calls, I call
turn Kd pot is 19
both players check to me and I bet 17.80
hj jams for my remaining 9.30 and I fold
Not really happy with how I played this, I think I should of raised flop when BB donks pretty small into 3 people he has a lot of worse top pair hands that I can get value from and draws that won't fold. I think HJ had Kx holdings that called flop bet and made top pair on turn. I find that recs don't check-raise turns as bluffs so I fold, and I don't think he just randomly raises a flush draw here after just calling flop.

You need to fold this hand pre-flop. Good solid pre-flop play is the single most important factor to winning at low stakes poker. Make sure you are studying pre-flop charts.
In the CO facing a 4x raise, you should be looking to play 3bet or fold. Bad offsuit broadway hands like QJo are going to be pure folds.
As played, I like calling on the flop. You should check back the turn on a K though. Betting almost full pot here multi-way is an overplay.
Edit: Did not see how small the check/jam was at the end. You can't fold for this price.
Do you mean use GTO pre-flop charts or play tighter than GTO? I don't follow GTO pre-flop at low stakes I try to play tighter than GTO. But a cutoff raise can be a lot of hands worse than Q J so I think even playing tighter than GTO I should call. Yea, I was getting a good price but I just hate putting the money when I think I'm clearly behind.
I definitely don't think calling pre in this spot is tighter than GTO. I'm not following your logic that CO open can be wider than QJ therefore, you should call here. I would think your calling range here should not even be close to your open range e.g. hands with nut potential like pairs and suited connectors.
Can't see villain's PFR, but unless it's absolutely nuts w/ high fold to 4bet, I wouldn't consider 3betting very often either.
