it might be decades/centuries until a completely novel disease appears again with a risky enough profile to warrant global coordination, and CO2 emissions are going to become irrelevant a few decades from now either way because of AI and technology advancement in general: we either will be able to easily reduce emissions at little cost or we will have mich bigger problems to care about anyway.
but ye in completely different scenarios, especially when the defecting payoff is small and you expect to play tens of times or more, you can try various cooperative efforts (and then defect anyway because others will not cooperate truthfully usually)

To be clear, this is an ethical violation, and he is making it policy.
We've discussed in this forum before that exposing some to excessive risk is unethical. It is a violation of clinical equipoise to have placebo testing when there is already a standard, effective treatment/preventative. This is precisely why having an unqualified moron in charge of health is a bad idea. He literally doesn't understand even basic medical concepts like equipoise.
This is yet another decision of his that will literally kill people, including children.
(for clarity, because a lot of people are only familiar with covid's vaccine studies, they did use placebos because there was no other choice for the control arm. Once a preventative/treatment exists, THAT becomes the control arm for future studies, not just doing without any protection, ie placebos)
