Most Republican politicians have been trying to get rid of it but Republican voters have come out for it in states where their politicians didn't approve the advancement of Medicaid to people 130% above the poverty line and below. With the Federal Government paying 90% of the expenses between 100% and 130%.

The point you're missing is a family of three that earns around the poverty level would not have to pay $10K in premiums for the same coverage.
They would qualify for a very low premium plan with probably no deductible; ergo, an affordable plan. This is scalable, so if one makes a modest income, then one would receive a modest subsidy paid to the insurance company.
The question is if you think $10K with a high deductible is crazy and you're also against socialized medicine, then what's your solution?

But then they deliberately choose not to spend the money, and blame the Democrats for the money not being there. This is probably the worst thing the Republicans have done so far. It looks like the SC gives lots of leeway to the executive branch to not spend money. The only one I saw them be required to disperse was the pay for services already rendered. At this point it appears that the executive is able to effectively backdoor veto congressional appropriations.

SNAP is paid out during shutdowns. They have decided to not do that this time in order to pressure Democrats to give in. America's most vulnerable are being used as pawns in a political game.
