I can’t see a credible argument against casus belli for them to strike back against Hezbollah.

Ignoring the reality "genocide" isn't the correct term by any reasonable definition, Hezbollah actively participated in a much more aggressive genocide (by any reasonable definition) against Sunni's in Syria for decades, killing and displacing millions.
So clearly Hezbollah has no first principal moral compunctions against such behavior.
And this isn't even getting into the reality Hezbollah opened the second front against Israel on October 8, before Israel had even cleared out the Gaza invasion force, much less gone into Gaza.
Hezbollah is an IRGC backed paramilitary that operates as a state within a state inside Lebanon, mainly for the IRGCs interests. This is a fact that no serious person even disputes. And pretending otherwise serves no real purpose as far as moving the discussion.
The most amusing part of Bill's conceit is that Hamas has been defenestrated to the point that IRGC/Hezbollah have completely dumped them. Now that Hamas has been reduced to nothing more than thugs with machine guns who have no capacity to project power beyond extorting and terrorizing their own populace, they bring nothing to the table anymore strategically for the IRGC, so they don't even pretend to care about the people of Gaza anymore. Gaza isn't even mentioned in the 14 point MOU, nor is it anything Hezbollah leaders speak about at all.

Quietly the last few years the IDF has choked off Hamas and their attack capabilities. You wouldn’t know anything was happening there because nobody cares anymore. They realize this is a lost cause. Hezbollah is mad at Hamas because they attacked on Oct 7th before Hezbollah was ready on the northern front. Oct 7th could have been far worse than it was.

They launched their attack on October 8th, so that doesn’t make sense, but even if it didn’t, they don’t have the right to just declare war unilaterally. It’s a paramilitary group and they pulled Lebanon into a war it didn’t need/want to go into.
You are just ignoring the fact that they are imposing their will on Lebanon and dragging Lebanon into a war out of order of the international community, making it open to attack from Israel. But you don’t get to retroject justification into the initial attack to excuse Lebanon illegally going to war and Israel legally responding.

That has no bearing on casus belli. In any case, you’re presupposing that’s the only solution that could end amicably for all parties, which it isn’t.
