This was never entirely true and was increasingly less true prior to Covid (due to private sector malaise, public sector jobs "iron bowls" became more attractive, despite relatively low salaries)
There is a lot of chatter in Chinese communities about how there is no reason to become an official anymore unless you're already rich. The repeated crackdowns, persistently low salaries, and growth of private sector have made being Chinese official/bureaucrat a much less proposition than it used to be.
Much more recently, CCP has taken to restricting even mid to low level bureaucrats' ability to travel abroad. The "some of your family must stay behind as hostages" treatment formerly reserved for high ranking military officials is increasingly common and state custody of passports is already the norm. This dramatically deters the most mobile (which strongly correlated with most wealthy and most educated) candidates from becoming government officials. This is to say nothing of increased capital controls that put anyone moving too much of their wealth out of the country under immediate suspicion.
Right now, the choices for top talents are:
1. go overseas and make foreign salaries
2. government jobs (because private sector keeps getting ****ed and provides no stability)
3. private jobs with a chance to get rich
2 and 3 could be considered 2a and 2b. The government is trying to balance that and make sure 2b gets enough to keep long term growth up.

Well, not really. The point of H1B visas is that giving a priority way of immigrating to the US that is based on valuable skills you can offer to the country is supposed to be beneficial in general, not because there are not enough smart Americans. There’s still work to do to show that bringing them over takes away any jobs from Americans. You’re not considering that we could keep H1B visas and also make whatever reforms you are proposing, and haven’t offered any reason to believe that would be a worse system than making the reforms and getting rid of H1B visas.
Presumably, there are still benefits to being able to identify and develop talent even if we can get even more talent from elsewhere. I’m also sort of skeptical that it’s only a problem of education, and that there aren’f other cultural/environmental factors at play. It’s not like it’s a secret that red states glorify being anti-academic and pro-manual labor as a profession. That might also lead some people that have the ability to become a programmer to seek another profession.

none of this requires assuming bad faith from the worker. if someone can multiply their income by moving from bangalore to seattle, most rational people would do the same - especially if they know the loophole that any children they have during their h1b will be born us citizens and act as anchor babies

We do a lot of cruises with the bulk of them being out of Long Beach, CA. The one we do the most, and are doing again in mid March, includes a stop in Puerto Vallarta. We always book a day pass at an all inclusive resort and have done the same for this cruise. At this point I'm assuming we'll have a change to our itinerary.
