Im not a MTT expert is this a spot we would just need to stack off?
Should we be sizing smaller on the flop / turn?
Im assuming the 3B pre is fine with KQs
I was slightly worried my turn bet will just fold out worse as he can still have AQ, KQ, JQ, JJ, QQ, 33

Folding out worse is fine when there are so many draws on the board. And with SPR of 3 going to the flop, yeah, this is a spot you pretty much have to stack off.
That said... yes, you can bet smaller on the flop and turn.
And you don't need to 3-bet this. What are you doing if you get 4-bet? If you're folding, that's a waste of a strong hand. If you're continuing, you've made it much more likely you stack off behind. Flatting is fine here; it actually gives you a better chance to cooler worse Kx, Qx, and hearts. K7s and QTo aren't calling your 3-bet.
As played I think you have to jam the turn.
